Attendees come from municipal and county programs, waste agencies, hauling and processing companies, consultancies, manufacturers, and state government. Most hold budget authority or sit close to whoever does.

The conference rotates around the state, and 2027 puts it in the capital — walking distance from Illinois EPA headquarters and the legislature, at a point in the calendar when EPR and materials policy are live questions here. It also opens the room to central and southern Illinois programs that don't routinely make the trip to a Chicago-area venue. For a sponsor, that's a different audience than 2026 reached, not the same one twice.
